Her Ladyship, the Hon. Justice Louise Esther Blenman graduated from the University of the West Indies in 1986 with a Bachelor of Laws Degree (LL.B.) with Upper Second Class Honors. She later obtained the Legal Education Certificate from the Hugh Wooding Law School in Trinidad in 1988. She was called to the Bar in Guyana, in 1988. Justice Blenman obtained the Masters of Law Degree (LL.M.) with merit from the University of London.
Justice Blenman has served in a variety of senior legal positions. She has served as a Magistrate in the Criminal Court in Guyana, as a lecturer in law at the University of Guyana. She worked for several years in the Attorney General’s Chambers, in Guyana, in various positions including that of Deputy Solicitor General (Ag). She was also the Solicitor General in Saint Lucia, prior to being elevated to the position of High Court Judge of the Eastern Caribbean Supreme Court.
During her employment at the Attorney-General’s Chambers in Guyana, she was, in 1990, awarded a Commonwealth Scholarship and completed the Commonwealth Lawyers Course at the Institute of Advanced Legal Studies, University of London. During this period, she was also a pupil of Lord Anthony Lester, QC.
For eight years, from 1992 – 2000, she lectured Private International Law, Public International Law and the Law of Torts at the University of Guyana.
On leaving the Attorney General’s Chambers Guyana in 1996, Justice Blenman practised privately as an Associate of Mr. Rex McKay SC, an eminent jurist.
Justice Blenman was called to the Bar in Saint Lucia in 2000 and in Saint Vincent and the Grenadines in 2001. She served as the Solicitor General of Saint Lucia from 2000 to 2003. As Solicitor General, she chaired and served as a member of several committees. Justice Blenman has held leadership positions in various organizations including President of the Lions Club and Secretary of the Guyana Bar Association. She is also a Melvin Jones Fellow. She also served as a member of several committees, boards, and commissions both in Guyana and the Eastern Caribbean including the Public Utilities Arbitration Tribunal Guyana, Rules Committee of the Supreme Court of Guyana, The Law Revision Committee of Saint Lucia and The Project Advisory Committee OECS/CIDA Judicial and Legal Project.
In 2003, Justice Blenman was elevated to the position of a High Court Judge of the Eastern Caribbean Supreme Court. She was assigned to Saint Vincent and the Grenadines. In 2005 she was re-assigned to Antigua and Barbuda where she served until 2009. From 2009 – 2012 she was the Resident Judge in Anguilla.
For in excess of six years she served as the Chairperson of the Judicial Education Institute of the Eastern Caribbean Supreme Court and is a fellow of the Commonwealth Judicial Education Institute. She also served as the Chairman of the Sentencing Guidelines Committee.
She also was the Chair of the Mediation Committee of Antigua and Barbuda, Chair of the Mediation Committee of Anguilla, Member of the Criminal Justice Reform Committee of Saint Vincent and the Grenadines. In addition, she served as a facilitator at several regional conferences. She also served as a member of the Judicial and Legal Services Commission of Anguilla.
In September 2012 Justice Blenman was elevated as a Justice of Appeal, Eastern Caribbean Supreme Court.
